David is an experienced economist and a recognised expert in economic regulation.

He has worked in senior positions in the UK Government, advising on the economics of drug smuggling, additional runways in the South East of England and the introduction of the Minimum Wage. David led the review of airport economic regulation and the drafting of the Civil Aviation Act.

David has held senior leadership roles in the strategy and economics in both the public and private sectors. He has extensive experience leading and advising on regulatory price controls, corporate strategy and governance and consults widely in the UK and around the world.

Following a career in advertising, Fiona joined the Government Communication Service where, based in a range of Central Government Departments she managed a diverse range of campaigns – from drink drive, seatbelts, fire safety, drug smuggling, duty free, international trade and public understanding of science to Business Link and international trade events.

Fiona is a trained marketing communications professional, is a PRINCE2 practitioner and has completed several CIPS procurement qualifications. She also managed several design and branding customer projects.

Penny is an experienced economist with a strong background in regulatory and competition matters. After many years examining competition issues in the Department of Trade and Industry and the Competition and Markets Authority, she moved into the area of telecommunications regulation.

She was the lead economist at OFCOM for a wide range of regulatory initiatives and used this experience in her subsequent role as Group Director of Regulatory Affairs for telecommunications company Energis.

Craig is an experienced management consultant with a focus on the use of quantitative methods to resolve real-world issues. He has worked in general strategy, marketing analytics and econometrics roles at McKinsey and Accenture, as well as on an independent basis. He has served clients in government, retail, consumer goods, pharmaceuticals and manufacturing.

Craig has studied economics, econometrics and quantitative social sciences at Cambridge and MIT, and has a broad knowledge of statistical methods appropriate for cross-sectional, time series, panel and spatial data.

He has substantial experience of promoting the interests of consumers and passengers through the development of airport service quality frameworks, economic regulation and engaging with regulators.
He also has extensive experience in the development of governance and engagement structures which are equitable and deliver value for all participants.
